Does the small bag have loops on the side that could be used as a chest bag via caribiners?
It could work like that, but it might not be an ideal route to go
I've seen it referred to as a dry bag but the description doesn't state that it is. I'm assuming its fairly water resistant but not a dry bag?
Correct; these are water resistant, but since they're stitched on the seams, they aren't water proof.
